SMEs that:
- Are legally incorporated and established in one of the EU member states or a country associated with the Digital Europe Programme.
- The SME shareholding must be detained by any legal person incorporated or established in any of the EU member states or a country associated with the Digital Europe Programme. The complete fulfilment of this request shall be made with an official declaration issued by the authorities of the SME headquarters address, together with information about the ultimate beneficiaries of the SME shareholding, when applicable.
- Be an SME according to the EU definition (Commission Recommendation 2003/361/EC).

- Have AI and robotics solutions at a minimum Technology Readiness Level (TRL) of 6 (self- declared by the SME). Projects at a lower maturity level can also be considered if the company has a clear strategy toward achieving CE marking within the next 2 years.
- Self-declare that the solution was not supported or is under support by another EU testbed.
