To significantly boost growth, job creation, and the green and digital transition, it is crucial to unite knowledge, expertise and resources across the EU. This Flagship will support the deployment of innovative healthcare products and production processes for pharmaceuticals. It aims to accelerate medical advancement and foster the resilience of the EU health industry by enhancing drug discovery.

Why is it important? It will have an expanded scope, addressing two challenges: a focus on equipping Europe with a strong, innovative and export-friendly healthcare industry, alongside developing lasting and innovative European manufacturing capabilities regarding critical products, notably pharmaceuticals.

By focussing on unmet medical needs such as rare diseases and developing innovative and more sustainable production processes for pharmaceuticals, the projects supported by this Flagship will improve the quality of healthcare and increase the EU's preparedness for emerging health threats, while contributing to the green transition.

Advanced technology and data utilisation is driving the shift towards digital healthcare to improve the efficiency and effectiveness of medical services. This Flagship aims to support the digital health transformation in Europe and has two focus points: the development of, and access to, digital health medical devices, and the implementation of the European Health Data Space by exploring the secondary use of data.

It will also look at how we train and develop patients, citizens, and healthcare professionals on the importance of using and sharing data and digital tools to enhance the quality-of-care pathways.

Why is it important? Developing digital health medical devices and data sharing play a major part in the digital transformation of healthcare, as it will help unlock the power of datasets and health registries for innovation that results in improved outcomes. Crucially, it will also support patients and citizens to take control of their own health data, with the aim of informing and improving the care they receive.

Society is constantly evolving, but healthcare systems can't keep up with our ever-changing needs. This Flagship looks at how we can redefine healthcare models and implement robust analysis of databases in place to establish a foundation for value-based healthcare: one where success measures are based on patient outcomes and a shift from treatment to prevention.

Why is it important? A value-based healthcare system ensures that resources are optimised, patients receive the best possible care and that a proactive approach to health becomes the norm, which ultimately helps to improve individual and societal well-being.

Using patient-reported outcomes and real-world data, projects within this Flagship will aim to convince payors of the value they bring to patients helping to drive changes in standard reimbursement models. This in turn will help to promote the integration of innovative solutions and services into new markets.
