Biotech Act Think Tank report
Europe has the scientific excellence, skilled workforce and health system infrastructure to lead the world in health biotechnology. Yet despite these strengths, too many innovations struggle to move from research into real-world use at scale.
For our Biotech Act Think Tank report, published in March 2026, we brought together innovators, investors, policymakers and researchers from across Europe to examine why this gap persists, and how Europe can create the conditions for health biotech companies to start, scale and succeed.
The first part of the Commission’s Biotech Act proposal released on 16 December 2025, Biotech Act I, covers biotech innovation relevant to health. Our report aims to contribute to the discussion around the Biotech Act’s implementation

How do we explore these topics?
We explore them through meaningful dialogue with both internal and external experts in the respective fields. To facilitate this dialogue and its findings, EIT Health drives a range of activities; from our Round Table Series, to publications, opinion pieces and discussion videos.
Through our Round Table Series we invite multidisciplinary regional and national leaders in healthcare to discuss a topic high on the European health innovation agenda. Research gathered throughout this process is collated with Round Table discussions and published as reports.
