How it works

Who should apply

SMEs that:

  • Are legally incorporated and established in one of the EU member states or a country associated with the Digital Europe Programme.
    • The SME shareholding must be detained by any legal person incorporated or established in any of the EU member states or a country associated with the Digital Europe Programme. The complete fulfilment of this request shall be made with an official declaration issued by the authorities of the SME headquarters address, together with information about the ultimate beneficiaries of the SME shareholding, when applicable.
  • Be an SME according to the EU definition (Commission Recommendation 2003/361/EC).
    • The fulfillment of this request shall be made with an official declaration issued by the authorities of the SME headquarters address.
  • Have AI and robotics solutions at a minimum Technology Readiness Level (TRL) of 6 (self- declared by the SME). Projects at a lower maturity level can also be considered if the company has a clear strategy toward achieving CE marking within the next 2 years.
  • Self-declare that the solution was not supported or is under support by another EU testbed.

Financial obligations

Companies have 2 ways of being compliant with EU regulations on State Funding:

  • Article 28º of GBER Regulations1. The company must present evidence that the SME has not received over 200,000 EUR in state aid support during the previous 3 fiscal years. The fulfilment of this request shall be made by self-declaration or a “declaration of honour” from the company.
  • EU Regulation nº1407/2013 (de-minimis) of the European Commission2. The company must present evidence that the SME has not received over 300,000 EUR in state aid support during the previous 3 fiscal years.
